Shoes engross people because of not only their design and material but also their strength. Shoe constructions are such as cemented shoes, shoe welt and etc. One important part of the shoe strength formation is in the making process. For gluing process, the glue will have a better penetration in the upper part (grain side) attached to the inner sole if the surfaces are roughed (roughing) in advance with the machine. Roughing machine is a tool used to rough the upper surface and the insole of shoes prior to further process which is the lasting process. Roughing process is a process opening the pores so that the adhesive or glue can be more inserted and slurred together with the material. The roughing machine engineering aims to create such machines able to work more effectively and efficiently in footwear/shoes manufacture of small industries. The machine can be used anywhere because the size is relatively drought-light, with higher engine speed in order to gain better roughing quality. The machine was then tested directly in shoes making process. The research employs the descriptive method. The object of the research is the roughing machine made. The result of this study is the roughing machine that can be used in small industries. The input power is 450 watts, the operation uses the clutch system, the roughing blade rotation is 1: 1 with 2850 rpm engine speed, the size is 50 cm x 40 cm x 50 cm which is relatively small, the weight is 30 Kg, and the blade roughness (mess) can be replaced in accordance with needs.
